George Martine
(Ph.D, Brown University)

George Martine is a Canadian Sociologist/Demographer who has worked most of his life on development issues, especially in Latin America. He is best known for his pathbreaking work on internal migration, urbanization and sustainability. He has written extensively, from a practitioner’s standpoint, on a wide range of critical policy issues, ranging from the interactions between social, economic, demographic and environmental transformations, to global governance failures on climate change.
Martine served as Director of UNFPA’s Technical Support Team for Latin America and the Caribbean, President of the Brazilian Association for Population Studies, President of the Scientific Committee for population/environment research at CICRED, Senior Fellow at the Harvard Center for Population and Development, Co-founder and Director of a Brazilian NGO on population and environment (ISPN), Technical Coordinator of several UN-financed social development projects in Brazil, and independent consultant.
George Martine é um Sociólogo/Demógrafo/Canadense que trabalhou a maior parte de sua vida em questões de desenvolvimento, especialmente na América Latina e, em particular, no Brasil. Ele é mais conhecido por seu trabalho pioneiro nas áreas de migrações internas, urbanização e sustentabilidade. Tem escrito extensivamente, do ponto de vista de um pesquisador preocupado com a questão social, sobre uma ampla gama de questões de economia política, cobrindo uma variedade de temas que incluem desde as interações entre transformações sociais, econômicas, demográficas e ambientais, até as falhas da governança global sobre mudanças climáticas.

Biography
Over the course of a career spanning fifty-plus years, much of that within the United Nations system and in Latin America, George Martine worked as both practitioner and researcher on a variety of socio-economic issues linked to development. Though never a full-scale academic, he produced an extensive array of publications and reports that reflect his lifelong concern with the policy dimensions of social, economic, demographic and environmental change.[1]
Martine’s earliest work centered on internal migration and its socio-economic consequences in Brazil. At a time when massive migration to cities and rapid urban growth in developing countries alarmed observers, he brought attention to a key component of urban growth that had been overlooked by the literature, namely – natural increase among migrants after their arrival in the city.[2]
Such findings prompted subsequent field work on family formation and reproduction among poor young women, the majority of them migrants, in Rio de Janeiro. Martine’s research revealed that the rapid fertility decline which began in Brazil at this time was, in large part, being fueled by clandestine and unsafe abortion in cities. In turn, this practice was being driven by the unavailability of inexpensive, easy-to-use and reliable fertility control measures.[3] The results of this study underlay later research on fertility decline, as well as a lasting concern with sexual and reproductive health issues.[4]
Subsequently hired by UN/ECLA in Santiago, Chile, Martine pursued research on urban migration and social marginality in the fast-growing cities of Latin America. He also contributed to understanding of regional demographic trends and helped broaden the interpretation of ‘population policies’ – a term generally restricted in those days to fertility reduction efforts by the population establishment.[5]
Choosing to leave Chile after Pinochet’s military coup, he was invited to serve as UN Advisor to an ambitious government program that aimed to harness massive ongoing migrations in Brazil.[6] In this role, he coordinated research that culminated in the most comprehensive migration policy formulated anywhere outside the socialist system.[7] This proposed a broad strategy for population distribution that would orient the spatial allocation of public and private investment, favor de-concentration and decentralization while also improving the situation of the poor. That the policy floundered immediately provided a valuable lesson on the limits of technocratic goodwill within a capitalist framework geared to spatial and income concentration, but it also led to innovative reflections on the intricacies of applying social research to policy formulation.[8]
Later, as coordinator of several UN-funded social development projects within the government planning framework in Brazil, during and after the military regime, Martine engaged in research and policy formulation on a variety of polemical issues. He wrote extensively on the negative social consequences of top-down agricultural modernization,[9] and critically evaluated the effects of ambitious colonization programs in the Amazon region.[10] More generally, he contributed to the reformulation of social and demographic policy[11] in the post-military era, a domain that he would later continue to develop in technical support consultancies to different multilateral agencies.[12]
Evaluating the impacts of colonization projects in the Amazon region sparked Martine’s enduring concern with environmental issues. He left the UN, co-founded and directed a Brazilian NGO (ISPN) on population and environment, with support from the MacArthur Foundation. In that capacity, and subsequently as Senior Fellow at Harvard’s Center for Population and Development, as well as consultant to various multilateral agencies and foundations, he participated actively in national and international debates on population/environment interactions. This work helped to reposition population and environment issues within the context of globalized development and international security, to shift the agenda from conservationism towards sustainability, and to address the “brown” and “green” agendas concurrently.[13] He also proposed a more discriminating framework for environmental problems according to their magnitude, criticality and potential for resolution.[14] Moreover, he refocused issues of population distribution, bringing attention to new patterns of urban concentration and helping to revise predominant anti urban conceptions.[15]
Martine subsequently returned to the UN, first as a Population/Environment Advisor and then as Director of a multidisciplinary project aimed at the implementation of the Cairo agenda[16] in the Latin American and Caribbean region. During this period, he wrote extensively on population policy, international migration, and the implications of changing urban growth patterns in that region.[17] He also addressed population/environment linkages from a practical perspective, asking how the knowledge, skills and tools of the population sciences can effectively contribute to sustainability, beyond the traditional calls for birth control. In this framework, he suggested a greater focus on population distribution, a largely-neglected area of population dynamics, and proposed the “sustainable use of space” as an alternative approach to the unending Malthusian debate on population/environment interactions.[18]
Martine’s most influential work, however, was accomplished after his official retirement, when he channeled these many experiences into constructive program and policy orientation as an ad hoc consultant to several UN agencies. Most notably, given the opportunity to author UNFPA’s State of the World Population in 2007, Martine outlined a bold new message on urban growth in the developing world.[19]
Countering the dominant anti-urbanization stances of most academics and politicians, this work argued that if properly anticipated and managed, the massive ongoing urban transformation in developing areas could yield important advantages in terms of economic development, social improvements and environmental sustainability, while directly benefitting people’s access to basic services. The “State of the World Population 2007” criticized punitive policies aimed at repelling cityward migrants and expelling slum-dwellers while compelling policymakers to plan ahead and make optimum use of the opportunities offered by urbanization. In proposing to unleash the potential of urban growth, this publication, together with a subsequent edited volume[20] which restated and emphasized these main arguments in greater detail, immediately generated enormous interest worldwide.
Subsequently, Martine teamed with Gordon McGranahan from IIED (the International Institute for Environment and Development) to promote and publish research on the relations between urbanization and development in one of the largest and most critical groups of emerging economies – the BRICS. This work highlighted the lesson that cities and nations must anticipate urbanization and prepare for it proactively in order not to be left with an enduring legacy of inequalities and lost opportunities.[21]
More recently, Martine has focused primarily on environmental issues as global development intensifies the perilous infringement of planetary boundaries. His most recent work, centered on the impacts of the global governance crisis on climate change, argues passionately for a reversal of the single-minded populist and negationist approaches that currently prevail in several major countries and that inhibit urgently-need initiatives and multilateral collaboration in the resolution of this grave crisis.[22]
